Arrangement Note
The general files of the Commission were located in the office of the Executive Secretary
in 210 Davie Hall, University of North Carolina, Chapel Hill, from where they were
brought to the Archives on January 13, 1965. Inasmuch as these files had been maintained
by two separate Executive Secretaries, several clerical assistants, and the individual
committee chairmen during the fifteen months of the Commission's operation, their
arrangement was not completely satisfactory for reference or research purposes. Accordingly,
weeding, removal of extra copies in excess of two, and rearrangement of these records
have been accomplished.
To facilitate reference and research, these records have been arranged in the following
general pattern:
Historical Note
The Governor's Commission on the Status of Women was established by Executive Order
No. 4 of Governor Terry Sanford on October 11, 1963. This order provided for a commission
of Among its powers and duties, the group was charged to
Dr. Anne Firor Scott (Mrs. Andrew Scott) of the Department of History, Duke University,
was appointed Chairman of the commission, and Dr. Ruth Searles of the Institute for
Research in Social Sciences, University of North Carolina at Chapel Hill, was appointed
Executive Secretary. Upon her resignation from the University in August, 1964, Dr.
Searles resigned as Executive Secretary and was replaced by Mrs. Ruth Lieban who served
in this capacity until January, 1965.
Although the Commission did not technically come into existence until October, 1963,
at least two individuals and one organization were at work earlier in the year to
urge the Governor to establish an agency to study the status of women in North Carolina.
North Carolina Democratic National Committeewoman Mrs. Martha McKay (Mrs. Herbert
McKay), Mr. Joel Fleishman (Governor Sanford's legal assistant), and the North Carolina
Federation of Business and Professional Women's Club, Inc., were all active in the
move to establish such a commission; and the example of the President's Commission
on the Status of Women played an important role.
After its establishment and the appointment of its members, the Commission concluded
that the areas of its interests and responsibilities could most effectively be considered
by various committees charged with these specific areas of interest. Accordingly,
each member of the Commission was assigned the chairmanship (or co-chairmanship) of
a committee to study one or more such areas as defined by the establishing Executive
Order. The members of each committee, from two to twenty-nine in number, were appointed
by the Governor at the request of the Commission.
In general, each committee held separate meetings and conferences, compiled reports
and/or sub-reports on its findings and recommendations, and submitted a final report
for consideration by the Commission.
From the approved Committee reports, the Commission complied a final printed report
for submission to Governor Sanford. However, since the individual committee reports
contained valuable additional information which could not be included in the final
printed report because of the limitations of space and funds, the decision was made
to publish each of the final committee reports in inexpensive offset format.
In accordance with the final provision of Executive Order No. 4, the Governor's Commission
on the Status of Women was terminated on January 1, 1965.
