Finding Aid for the Joseph Fleming Snipes Scrapbook, AV.7015
Abstract
Joseph Fleming Snipes (1898-1992) was born in Nebo, North Carolina. He was a business
and civic leader in McDowell County. In 1953, Governor William B. Umstead appointed
Snipes to serve on the North Carolina Highway Commission to represent the newly-created
13th district that included Buncombe, Burke, Madison, McDowell, Mitchell, Rutherford
and Yancey counties.
The scrapbook reflects the work Snipes performed with the N.C. Highway Commission
and regional highway organizations.

Biographical/Historical
Joseph Fleming Snipes (1898-1992) was born in Nebo, North Carolina, to William Joseph
and Susan Jane Jarrett Snipes. He attended Harmony Grove School and Nebo High School.
As a teenager, he began working at the Marion Garage Co., before venturing into the
automobile business on his own.
Snipes' career in the automobile retail and wholesale business spanned over 30 years
as a distributor for Dodge and Plymouth. He owned or was involved in dealerships in
Marion, Morganton, Rutherfordton and Spruce Pine.
Between 1932 and 1936, Snipes served as chairman of the McDowell County Board of Commissioners,
followed by a period as head of the Marion City School Board from 1937 to 1946.
He was a director for McDowell Building and Loan Association and served as president
from 1950-1988. Snipes was also a director of Marion Bank and Trust and First Union
National Bank.
In 1953, Governor William B. Umstead appointed Snipes to represent the newly-created
13th district on the North Carolina Highway Commission. The district included Buncombe,
Burke, Madison, McDowell, Mitchell, Rutherford and Yancey counties.
In 1928, Snipes married West Virginia native Esther Jarrell, a teacher at Clinchfield
Elementary School in Marion. He is buried in Oak Grove Cemetery in Marion.
