Abstract
D. Victor Meekins (1897-1964) was a Roanoke Island resident, photographer, Dare County
Sheriff, editor of the Coastland Times newspaper, real estate speculator, and prominent
Outer Banks citizen during the first half of the 20th century. The D. Victor Meekins
Papers consists of approximately 50 cubic feet of personal papers, professional papers,
and photographs created by D. Victor Meekins and the members of his immediate family.
This collection is arranged into six series: Professional Papers, Organizations and
Committees, Personal Papers, Real Estate, Other Papers, and Photographs.

Collection Overview
The D. Victor Meekins Papers consists of approximately 50 cubic feet of personal papers,
professional papers, and photographs created by D. Victor Meekins and the members
of his immediate family. The Professional Papers series contains documents related
to Meekins' various professional interests, including his time as sheriff and tax
collector of Dare County, his newspaper career, his radio business, and his dabbles
in real estate speculation. The Organizations and Committees series contains papers
related to the various committees and organizations that Meekins volunteered with,
including the Cape Hatteras Seashore Commission, the Dare County Commissioners, the
Fessenden Memorial Association, the Kill Devil Hills Memorial Association, the Roanoke
Island Historical Association, and the Southern Albemarle Association. Meekins Personal
Papers consist of correspondence, printed material, financial records, diaries, scrapbooks,
information on his military service, and papers related to his death in 1964. The
Real Estate series includes deeds, correspondence, plat maps, and other materials
pertinent to Meekins' interest in real estate speculation. Other papers in the collection
include materials on topics in which Meekins was interested or involved over the course
of his life, including aviation, the Civil War, local history, hunting and fishing,
politics, and shipwrecks. Meekins took or collected thousands of photographs in his
life, primarily depicting local people and events. This collection includes glass
plate images, prints, and film negatives on various topics spanning the late 19th
century to the decades immediately following Meekins' death.
Arrangement Note
This collection is arranged into six series: Professional Papers, Organizations and
Committees, Personal Papers, Real Estate, Other Papers, and Photographs. Most series
are further arranged into subseries. Folders within series and subseries are arranged
alphabetically.
Biographical/Historical
Daniel Victor Meekins was born 19 July 1897 on Roanoke Island to Daniel Meekins (1863-1923)
and Rowena Homer Meekins (1871-1950). He had one younger sister, Rowena Estelle Meekins
(1903-1996), as well as an older brother, Oscar, who died in infancy in 1892. The
Meekins family home was known as the Anchorage and located on the sound side of the
north end of Roanoke Island.
Meekins completed his primary education in Manteo and took night classes at Southern
Shorthand and Business University in Norfolk, Virginia, from 1916 to 1920. During
this time, he also worked at the Colonna Shipyard and at a retail department store
in Norfolk. He served as a private in World War I and was stationed in Camp Lee, Virginia.
Meekins' newspaper career began in the 1920s, when he began contributing articles
to various newspapers in northeastern North Carolina. He was hired in 1922 to write
for the Elizabeth City Independent, and he held this position until 1927, when he
moved back to Roanoke Island to assist his mother and sister after his father's death.
He operated his own radio and electrical merchandise business from 1927 to 1935.
In 1928, Meekins successfully ran for sheriff of Dare County, a position he held until
1946. As part of his duties as sheriff, he was also the county tax collector. He still
maintained an avid interest in the newspaper business, however, and founded the Dare
County Times in 1935 (the title of the newspaper became the Coastland Times in 1949).
He passed control of the paper on to his wife and children in 1960. The paper is still
published with the assistance of several Meekins family descendants as of 2021.
In his final decades, Meekins was involved in the real estate business and the insurance
business, and he served two terms as chairman of the Dare County Board of Commissioners.
He published a book in 1950 entitled The Old Sea Captain and the Drummer: Salty Dialogue
from the Land of Wind and Water, which was created from his weekly newspaper columns.
He served as postmaster of the Manteo post office from 1962 to 1963. He was also heavily
involved in numerous organizations and committees, including the Southern Albemarle
Association, Cape Hatteras Seashore Commission, Kill Devil Hills Memorial Association,
and Fessenden Memorial Association.
Meekins was married to Catherine Deaton Meekins (1897-1964) and the couple had three
children: Roger Preston Meekins (1930-2018), Francis Warren Meekins (1933-2010), and
Mary Blanche Meekins. D. Victor Meekins died of a heart attack 8 January 1964 at the
age of 66. He is buried in the Meekins family cemetery on the family's property.

behavior" of both white residents of Roanoke Island and what Meekins refers to as
"the Negroes of Roanoke Island," whom he believes are "more industrious, more honest,
and more stable than is the typical negro we hear about in the deep south." Meekins
further attributes any disorder between white and Black residents to bad behavior
on the part of "sorry white people seeking moonshine."

Warren, Frank Stick, and D. Victor Meekins, expressing Jones' support of removing
a FERA camp in Nags Head, which he believes to be "a real menace to the peace and
security of the neighborhood in which the camp is located." Jones is likely referring
to a camp housing Works Progress Administration (WPA) workers participating in dune
stabilization and shoreline maintenance projects.

for the station in his newspaper columns. One 1923 letter discusses Pruden's frustration
with delays in construction of a Rosenwald school for Black students on Roanoke Island.
Also included is a flyer for a 1927 Labor Day picnic in Elizabeth City, which purportedly
featured the first public demonstration ever made by the full crew of the Pea Island
station.
