Abstract

This collection consists of three series. Series one contains photographs that were in the possession of Luther J. Jordan when he was district administrator for the Works Projects (Progress) Administration in southeastern North Carolina from 1937-1940. These photographs depict public infrastructure projects in various stages of completion, many showing workers-African American and white. The projects include public buildings, hospitals, recreation facilities, roads, sewers, water systems, piers and barns. Series two contains 60 loose pages from a photo album containing 370 photographs. These photographs depict various projects Luther J. Jordan worked on as an engineer while working for the U.S. Coast Guard, Public Works Administration, Works Progress administration, and as an independent engineer. Projects include filter plants, subsidence basins, municipal buildings and schools. Series three is divided into three sections, negatives for prints located in photographic album, unidentified photographs and negatives, and personal photographs. The bulk of this series consists of negatives of photographs that appear in series two and related scenes that were not printed.

Collection Overview

This collection consists of three series. Series one contains photographs that were in the possession of Luther J. Jordan when he was district administrator for the Works Projects (Progress) Administration in southeastern North Carolina from 1937-1940. These photographs depict public infrastructure projects in various stages of completion, many showing workers-African American and white. The projects include public buildings, hospitals, recreation facilities, roads, sewers, water systems, piers and barns. The bulk of the photographs are limited to projects in southeastern North Carolina in the counties of Bladen, Brunswick, Catawba, Columbus, Halifax, New Hanover, Pender, Robeson, Scotland, and Surry. Arrangement of the photographs in series one is alphabetical by county and by subject within the county. File No. and Project No. are included simply for informational purposes.
Series two contains 60 loose pages from a photo album containing 370 photographs. Due to preservation concerns, the album has been dis-bound and housed in individual folders. These photographs depict various projects Luther J. Jordan worked on as an engineer while working for the U.S. Coast Guard, Public Works Administration, Works Progress administration, and as an independent engineer. Projects include filter plants, subsidence basins, municipal buildings and schools. Additional work was done on site at the Fort Mill Mfg. Co., Lancaster Cotton Mills, Kershaw Cotton Mills, the first Charlotte Airport and several U.S. Coast Guard lifesaving stations. Construction of an office building, warehouse, garage and service station for the Standard Oil Company of New Jersey in Columbia, South Carolina is thoroughly documented and exists as a large part of this series. The last four folders of series two contain miscellaneous items including several photographs of Luther J. Jordan, a photo studio price list, a detailed log of Jordan's place of residence over the course of his life, and a self-published genealogical history of his paternal and maternal families titled, "The John Randle Jordan/Fannie Lillian Viverette Family", by Luther Jordan.
Series three is divided into three sections, negatives for prints located in photographic album, unidentified photographs and negatives, and personal photographs. The bulk of this series consists of negatives of photographs that appear in series two and related scenes that were not printed. The unidentified section of this series contains unidentified scenes of engineering projects. The last section of series three contains personal photographs of Luther J. Jordan arranged chronologically from small child to grown adult. Also included are pictures of relatives Lula Kennedy Jordan and Dinah Sutherland.

Arrangement Note

This collection consists of three series arranged separately. Series one is arranged alphabetically by county. The photograph album pages in series two are arranged sequentially by page number. Individual photographs on album pages are labeled A to D reading top to bottom, left to right. Series three contains negatives that correspond to the individual pages of the photograph album. The negatives follow the numerical order of the photograph album. However, not all of the images in the album have corresponding negatives and many of these negatives do not match images in the album.

Biographical/Historical

Luther J. Jordan (1894-1991) was born in Rocky Mount, North Carolina to John Randle Jordan and Fannie Lillian Viverette. As an adolescent, Jordan worked on his family farm bfore attending North Carolina State University and eventually receiving a Bachelor of Science degree in Civil Engineering in 1922. After college Jordan wed Lula Kennedy and accepted a position as superintendent of water and Sewer facilities in Bessemer City, North Carolina. In 1929 Jordan acted as resident engineer during the construction of Charlotte City Airport in Charlotte, North Carolina. 1934 brought employment with the US Coast Guard as a technical assistant. In series two, pages 106-113, depict many of the projects Jordan worked on with the US Coast Guard. Boat Hoists, Coast Guard Life Saving Stations, and marine railways are all depicted in these photographs.
Jordan worked for the Works Progress (Projects) Administration and its rival, Public Works Administration at different times. Both part of Roosevelt's New Deal, WPA projects were smaller community based initiatives that were built by unskilled workers on government assistance. In contrast, PWA projects were larger in scale. Projects such as dams, tunnels and spillways were built by privately hired workers.
Series 1 contains a collection of smaller scale WPA projects. However, series 2 depicts projects that could be attributed to PWA. It is unclear which photographs in Series 2 depict PWA projects and which depict WPA projects.
Jordan went on to become associate engineer with U. S. Engineers, designing the sea plane ramp at Manteo. He continued in his profession until his retirement in 1959.
