Abstract

The Council on the Status of Women started as the Governor's Commission on the Status of Women on October 11, 1963, by executive order of Governor Terry Sanford. The Commission on the Status of Women was charged with reviewing and recommending changes in several areas where women were likely to suffer discrimination, including state labor laws, employment policies and practices, legal and property rights, family relations, education and counseling, vocational training and retraining, health and welfare programs, the welfare of disadvantaged women, and childcare. The General Assembly made the commission statutory in 1965 and changed the name to the North Carolina Commission on the Education and Employment of Women. The new commission was to advise the General Assembly on the educational and employment needs of women in North Carolina every legislative session. In the Executive Organization Act of 1971, the commission came under the authority of the Department of Administration and its' cabinet-level secretary. In a governmental reorganization act passed by the legislature, the commission was renamed the Council on the Status of Women and became one of seven advocacy agencies under the department. The work of the Council on the Status of Women is being continued today by the Council for Women and Youth Involvement. This record group consists of correspondence, reports, press releases, newspaper clippings, photographs, and reference materials.

Collection Overview

This record group consists of the records of the North Carolina Council on the Status of Women. The records cover the development of the council from its beginning as the Governor's Commission on the Status of Women to its current iteration as the North Carolina Council for Women. The Council on the Status of Women focused on improving the lives of women in North Carolina. They reviewed problems associated with employment, education, childcare, politics, domestic violence, and sexual assault. Biographical/Historical

On April 5, 1963, a group of women leaders in the North Carolina Federation of Business and Professional Women's Clubs, led by Ruth M. Easterling of Charlotte, met with Governor Terry Sanford to create a board to determine the current conditions of women and provide recommendations. The suggestion was based on the President's Commission on the Status of Women created by President John F. Kennedy in 1961. Governor Terry Sanford established the Governor's Commission on the Status of Women on October 11, 1963, by executive order. He appointed 18 members to the commission, with Dr. Anne Firor Scott as the chairperson. The members were among those active in women-focused activities and public affairs, and officials of state agencies in positions to carry out the commission's recommendations. The commission was one of several programs created during Sanford's administration to examine how the state's resources were being used and to recommend how these resources might be better invested in the improvement of the individual, families, and social welfare. The Commission on the Status of Women was charged with reviewing and recommending changes in several areas where women were likely to suffer discrimination, including state labor laws, employment policies and practices, legal and property rights, family relations, education and counseling, vocational training, and retraining, health and welfare programs, the welfare of disadvantaged women, and childcare. The commission presented their findings (from 13 months of research) in the 1964 report "The Many Lives of North Carolina Women." In November 1964, the Governor's Commission on the Status of Women disbanded.

The General Assembly made the commission statutory in 1965 and changed the name to the North Carolina Commission on the Education and Employment of Women. The new commission was to advise the General Assembly on the educational and employment needs of women in North Carolina every legislative session. It consisted of seven gubernatorial appointees who would serve terms of two years. The commission was authorized to elect a chairman and vice-chairman from among its members and to enact its own rules and regulations. Under terms of that legislation, the chairman would be appointed by and serve the governor. In the Executive Organization Act of 1971, the commission came under the authority of the Department of Administration (DOA) and its cabinet-level secretary. With the assistance of the Institute of Government in Chapel Hill and the State Library of North Carolina, the commission researched and wrote a booklet called "North Carolina Women and the Law" in 1972. The following year, the Commission on the Education and Employment of Women received its first legislative appropriation for staffing purposes. In 1973, Governor James E. Holshouser appointed Betty S. Barber to be the first executive director for the commission. In a governmental reorganization act passed by the legislature, the council was renamed the Council on the Status of Women. In March 1975, the commission submitted a 210-page report titled "The Status of Women in North Carolina." The report was the first publication to define the status of women in North Carolina statistically. The council existed thereafter as one of several programs under the Assistant Secretary for Advocacy Programs and served as an advisor to the secretary of the DOA. Subsequently, the council began to emerge in its current form, as a catalyst for improving the status of women, becoming an agent in identifying women's needs, and establishing innovative programs for women throughout the state.

In 1977, the General Assembly increased the membership of the council to twenty members. Under Senator Helen R. Marvin, the council chairperson, and Executive Director Miriam J. Dorsey, several programs and services were created for victims of sexual assault. During the same year, the council established the first of several task forces on sexual assault and battered women, to be chaired by a member of the council. The Sexual Assault Task Force, which was composed of law enforcement officers, medical personnel, and victim advocates, advised the state coordinator of services for victims of sexual assault under the DOA. The task force gathered data from a telephone survey of victims (called Aftermath) and an emergency room survey completed by the North Carolina Emergency Room Nurses to collaborate with the North Carolina Department of Justice and the State Bureau of Investigation. The project resulted in the development of standard rape evidence kits in 1983 to be provided to clinics and hospitals across the state. In 1984, $181,933 was appropriated to the council to be distributed as grants to rape crisis programs throughout the state.

During the 1970s, there were few programs that existed to assist victims of domestic violence. A Battered Women's Project was developed in 1977 to gather information on the problem, provide training and technical services, and make recommendations. The council collaborated with the North Carolina Department of Human Resources beginning in February 1978 to coordinate services for victims. The department provided funds, while the council provided the staff to manage the project. The Governor's Task Force on Domestic Violence, set up in 1980, assessed the issue of domestic violence and made recommendations for state agencies to help coordinate their efforts. The council was appropriated state funding for local programs starting in 1982. In 1989, the council combined the sexual assault and domestic violence projects to form the Domestic Violence/Sexual Assault Advisory Committee.

Under the direction of Executive Director Betty S. Barber and Commission Chairperson Jane McPherson, the council urged county commissioners across North Carolina to establish local councils dedicated to the needs of women in their areas. By the end of 1974, local women's councils were formed in Mecklenburg County, Wake County, Gaston County, City of Winston-Salem/Forsyth County, Robeson County, and Transylvania County. The Mayor's Commission on the Status of Women was established in Greensboro later in the year. In 1979, the Council opened six permanent regional offices in Asheville, Concord, Fayetteville, Greensboro, New Bern, and Robersonville, with each headed by a director. In 1995, the locations were Asheville, Charlotte, Greensboro, Greenville, New Bern, and Raleigh. The regional directors provided technical assistance to local councils and organized various special events, such as workshops and speak-outs on numerous topics relevant to women, including the 1985 Speakouts for Older Women. In 1979, the General Assembly charged the Council with establishing a pilot center to help displaced homemakers find employment. As part of its duties, the council was directed to explore all possible sources of funding and in-kind contributions from private, local, state, and federal sources. Subsequently, a federal Comprehensive Employment and Training Act grant enabled the council to set up four centers across the state. In 1993, the legislature provided the first state funding for the new displaced homemaker pilot project. In addition, after receiving funding from The Z. Smith Reynolds Foundation, the council established a mini-grants program to help fund educational seminars and workshops provided to women by the local councils.

From 1980 to 1985, members and staff of the council worked with the Legislative Research Commission on Women's Needs, a temporary body established by the General Assembly to recommend legislation on women's issues. This cooperation resulted in the passage of several laws that were responsive to the changing roles of women in society. In subsequent years, the Council continued to recommend legislation intended to improve the lives of women or to give them greater protection under the law, such as a bill enacted by the 1991 General Assembly that authorized law enforcement officials to make arrests without warrants in situations where domestic violence was suspected. In 1991, the legislature changed the name of the council to the North Carolina Council for Women. In that year, the council expanded its scope by forming regional advisory planning boards throughout the state. These boards were intended to involve community leaders in regional activities, foster the sharing of information, and broaden the involvement of North Carolina women in the council's projects. In 1984, The Distinguished Women of North Carolina Awards banquet was created to honor North Carolina women whose contributions made a strong impact on the state. Every year five awards were given in the categories of the arts, business/professional, education, government, and volunteerism. The work of the Council on the Status of Women is being continued today by the Council for Women & Youth Involvement.

File includes a position paper titled "Continuing the Search for Greater Horizons: Report on Women in Business" written by Geraldine Rickman in July 1971. It was submitted to Elizabeth Duncan Koontz, Director of the Women's Bureau, and Jay Leanse, Deputy Director of the Office of Minority Business Enterprise. The position paper focused on the state of African American women in the business field and provided recommendations for the future. The paper noted the importance of reviewing the status of women in other racial and ethnic groups as well to gain a full picture of women's contributions as business owners, operators, proprietors, and managers.

    The Council on the Status of Women Record Group was accessioned in several installments from 1977 to 2010. A total of five series was transferred from the Department of Administration during this period. The Executive Director's Office: Subject Files were transferred in 1977. The Executive Director's Office: Operating and Program Files were transferred in 1980. The Executive Director's Office: Administrative and Management Files were transferred in 1980, 1984, 1995, and 2010. The Executive Director's Office: Executive Director's File was transferred in 1984 and 1988. The Assistant Director's Office: Special Projects, Public Relations File was transferred in 1984 and 1995.
